Recommendation
Staff respectfully recommends that the City Council conduct the public hearing; find that the project is consistent with by the Raley’s Landing Environmental Impact Report (EIR) and none of the conditions specified in CEQA Guidelines Section 15162 calling for the preparation of a subsequent EIR have occurred; and adopt Resolution 19-45 approving the proposed design of the CalSTRS Phase Two Third Street frontage as required by the Development Agreement
